CW/CE Program

The Construction Wireman / Construction Electrician Program (CW/CE) is separate from the JATC's registered apprenticeship program.  The Construction Wireman / Construction Electrician Program (CW/CE) sometimes offers employment opportunities for those waiting for acceptance into the registered apprenticeship program.  The program may also offer employment for those interested in the trade but unable to qualify for the apprenticeship program.  It may also be an excellent program for those already employed in the electrical construction trade but interested in seeing what other opportunities are available.

The CW/CE program is NOT a dead-end program.  It is designed to provide a pathway to Journey Level status for those willing to complete training, mostly through home study courses coupled with certification and testing.

Wages are based on a percentage of the current average Journeyman hourly rate for the 4th District, NECA.  Benefits will also vary in the CW/CE program.  NEBF is a pension plan that begins immediately for everyone at no cost to the employee.  Upon retirement, one also receives a pension from the IBEW for each year of membership.  

Health Insurance is provided for a CW/CE and their family.

REMINDER: When seeking employment, especially in a trade, one should always discover what, if any, benefits a potential employer is offering.  Ours are contractually agreed to, which provides one assurance of wages and benefits.

The CW/CE program gives you the opportunity to work with the same electrical contractors that the inside wireman registered apprentices are working with.  Prior documented work hours in the electrical trade will be assessed and given as long as they are turned in and verified for CW/CE's.  

The Richmond Electricians' JATC is responsible for all matters pertaining to participants in the Construction Wireman Program (CW).  If you are interested in the CW program, then you must apply online on this website or schedule a time to apply in person at our training center.The IBEW Local 666 is responsible for all matters pertaining to participants in the Construction Electrician Program (CE).  If you are interested in the CE program, please contact the IBEW Local 666 office.  Contact information can be found by clicking on the image below.

To qualify for the CW/CE program one has to meet and/or be able to do the following:

  • Must be at least 18 years of age.
  • Must be able to safely climb and work from ladders and scaffolds of various heights.
  • Must be able to climb ladders and scaffolds, bend, stoop, crawl and work in confined spaces.
  • Must be able to lift, carry and manipulate tools and materials common to the trade.
  • Must be and remain free of any non-prescription drugs. Drug screening is required.
  • Must be able to read, hear, understand and follow written and verbal instructions.
  • Must be willing to follow instructions and to work cooperatively with others.
  • Must be able and willing to follow safety procedures.
  • Must be able to get to and from job sites anywhere in the jurisdiction.
  • If applicable, must provide a complete work history in the electrical construction industry beginning with the current or most recent employer.

While most work is in, around, or near the City of Richmond, you are subject to job assignments in the counties of: Amelia, Caroline, Charles City, Chesterfield, Colonial Heights City, Cumberland, Dinwiddie, Essex, Goochland, Hanover, Henrico, Hopewell City, James City, King and Queen, King William, New Kent, Nottoway, Petersburg City, Powhatan, Prince George, Surry, Sussex, and Williamsburg City.

Application Process for Construction Wireman Program

Applying online - after submitting your online application, you are then required to call the training center office at 804-752-8266 to schedule an in-person meeting to turn in the required documents and sign your application.  At that point, we will explain what comes next.

The required documents are:

  1. Proof of residency in our juristiction (cable bill, rent, light, etc)
  2. Social Security Card or Birth Certificate
  3. A form of picture identification

The following is the list of tools all construction wireman apprentices are required to have on-the-job.  You will be notified of local suppliers that will have pre-assembled electriclal apprentice tool sets ready for purchase at a discounted cost.

OPTIONAL - Apprentices may furnish tools from the Journeyman list found in the Collective Bargining Agreement (CBA) and they may furnish additional small hand tools at their option, EXCLUDING socket sets, hole (knock out) pullers, battery or power operated tools, and benders.  

For safe work practices, the purchase of a voltage tester is strongly recommended.
